- "Jews killing us left-and-right (as partisans)"
- "Jews are chiefly organizing partisan bases (in villages and ghettos)"
- "Jews are hard to identify as such (faking IDs, efforts to blend-in)"
Increasingly throughout the partisan-infested rear, "the enemy" and "the Jews" could appear synonymous. Someone shooting at me or harboring a partisan base is
not going to be exempt from execution nor likely even bothered for identification. They are going straight to the wall or the pit -- and if "belonging to" (or reasonably associated with) the Jewish organizers, these become statistical "Jews".
There is no question of Jews at the center of partisan activity in the East. From the Wiki (after discussing how less than ~0.5% of the Ukraine SSR population fought as partisans, compared to ~3% of Jews in the same region; i.e. a factor of about 6x per capita):

This local insurgency was amplified by international Jewish networks, which pressured Allied governments for war measures and disseminated partisan intelligence via media/propaganda. Diaspora organizations like the World Jewish Congress coordinated boycotts and lobbying from 1933 onward.[27] From the German viewpoint, this formed a seamless 'fifth column' spanning forests to foreign capitals.
This perspective was echoed repeatedly (e.g. Himmler, Fegelein) -- Jews were not just some fraction of partisans, they were the very core and catalyst.
With Jews as top organizers of this activity, anyone harboring, arming, or fighting alongside them could face the same classification.
