Nowadays, its impossible to make any public statement about the races being unequal without being socially ostracized. Before WW2 was it generally accepted that the races weren't equal?

And also no!
Before WW2 and HolyH mythology: ‘white’ races were regarded by themselves as superior! And this could be openly and officially stated by politicians. Plus the basic human rights of other races could be trampled upon with impunity.
After: only white-jooze were to be regarded as superior, and now this must only be
silently recognised and acknowledged, not openly stated. Now only they (and their lackeys) are permitted to disregard the basic human rights of other races.
EXAMPLES:
Before WW2 the consensus view amongst ‘white’ intelligentsia was that the elite of the ‘white’ European race was superior to all other non-white races. Superior in terms of intelligence, culture, manners, art, scientific advancement, social-interaction, civilisation, etc.
This is clearly false as the Europeans were still living in mud-huts and painting themselves blue while for many centuries before the ‘non-white’ peoples of Egypt, India, Greece, etc., were building highly sophisticated cultures and architectural marvels requiring advanced understanding of engineering, mathematics and geometry. Yet that
was the common view in the century leading up to WW2, even amongst the ‘white’ working classes.
This view of ‘white’ superiority was paradoxically (i.e. in contradiction) held by all ‘whites’, despite it being simultaneously accepted that the working classes of all ethnicities (including the ‘white’ working classes) were vastly inferior to this supposed ‘white’ elite.
E.g. my own ancestor the aristocrat, General, Prime Minister and Duke of England
Arthur Wellesley (better known as the Duke of Wellington) famously described his own ‘white’ British soldiers as “the scum of the earth”. This is the regard and respect he had for them. And he had spent his early career in India serving the East India Company in a military capacity, so he had experience of other civilisations and populations of other ethnicities.
E.g. In the 1930s
Winston Churchill described the indigenous people of North America and Australia as ‘lower-grade races’ who had no right to their homelands once his own “higher-grade race” decided they wanted it.
He said this to the Peel Commission (1937) regarding the illegal creation of a Jooish State in the territory occupied by the Palestinians. His implication was that the Palestinians were also a ‘lower-grade’ race who therefore had no claim to basic human-rights once ‘white’, Europeans self-identifying as jooish (
ashkenazis) decided they wanted a territory for joo-only
lebensraum in the Levant:
I do not agree that the dog in a manger has the final right to the manger even though he may have lain there for a very long time. I do not admit that right.
I do not admit for instance, that a great wrong has been done to the Red Indians of America or the black people of Australia. I do not admit that a wrong has been done to these people by the fact that a stronger race, a higher-grade race, a more worldly-wise race to put it that way, has come in and taken their place.

Samuel Untermeyer also believed all races and ethnicities other than his own were inferior beings similar to animals (“
beasts”). His own ‘race’ he self-deludedly believed was ‘jooish’, but in reality he was a victim of the European delusion owned by an abstract tribalism who consider themselves ‘ashkenazis’:
