Heinrich Kinna wrote a report that says the following:

Regarding work suitability, SS-Hauptsturmführer Haumeier stated that only Poles fit for work should be delivered to avoid any unnecessary burden on the camp and transport. Imbeciles, idiots, cripples, and sick people must be removed from the camp promptly through liquidation to unburden the camp. This measure, however, encounters complications, as according to RSHA orders, Poles, unlike Jews, must die a natural death.

Just taking this at face value, this just seems to be a confirmation that euthanasia was carried out on some of the camp prisoners, in this instance, specifically Jewish prisoners. We already knew this and the Kinna report doesn't really add anything new, nor does it confirm the orthodox narrative of the holocaust.

This also does not mean that all Jews in such a condition were killed, just that there was more of an allowance for this to be done on Jews than Poles. The death books confirm that many sick Jews did in fact die a "natural" death:

What is the RSHA order referenced? 14f13 should have applied to all cripples, retards and incurables, yea?

I don't believe the RSHA order survived, this document is the only evidence of its existence as far as I'm aware.

As for the nature of 14f13, that's a separate issue. This document doesn't give much insight into that. It doesn't say "all" cripples, incurables, ect. nor rule it out. So whatever you think was going on, you can just assume that's what was meant. It does say that "only Poles fit for work should be delivered" to them, but that's separate from whether "all" that are already there should be euthanized, which again it is not clear on.

Might be a good idea to explain who Kinna was and when this report is supposed to have been written and when it was foud and where.

Also who exactly was SS-Hauptsturmführer Haumeier and what was his specific area of responsibility and influence and the background to his report.

Context for this memo is completely absent.

It seems that this is the intention of the author to create the impression that this is about killing, at least at some places in the text. The expressions used are however rather odd, as if he tries to cover this up again. E.g. in the passage it is not clear, whether this is referring to people moved to the camp or removed from the camp.

Who is this 'Haumeier' supposed to be? - I recall there was someone with the surname 'Aumeier' on the camp staff.

Haumeier is Aumeier. The author decided to spell it as "Haumeier" for some reason.

Haumeier is Aumeier. The author decided to spell it as "Haumeier" for some reason.

Apparently, the author didn't know how that surname was spelled and picked the stranger spelling Haumeier.
But according to the text Kinna and Aumeier must have met at least once. And some other correspondence is likely.

The text seems otherwise rather well-written, which is still in the frame one can expect of a commercial clerc at the time.
