There can be no question that 7 is a number of significance in the Bible. The seven days of the creation, the seven seals of Revelation, etc. It is used to represent perfection or completeness. The number 6 would be short of 7. Then you have the mark of the beast of 666, which is a sort of compounded imperfection. That said, this quote from rabbi Blech is presented as it stands.
What comes to mind is Tom Segev's book, The Seventh Million. The idea here is that six million were killed in the Holocaust, and the one million survivors (the seventh million) formed the state of Israel.
