Fortunately, this document is published in the NMT "Green Series." It was presented in the Pohl Trial. There are other documents right around it that are also of interest like PS-1469 and NO-1523.

As I recall with NO-021, the point of interest is that it establishes that a large part of the inmates at Birkenau were disabled or unemployed.

The NMT publication is the English translation. If you need a facsimile of the original German version, I do not have that at the ready but it should be available somewhere. I believe the Pohl trial material is completely digitized so it should be on Harvard's Nuremberg site. It didn't come up for me when I searched it but it should be in there somewhere. It might be digitized at NARA as well.
