The former eastern bloc countries already admitted to responsibility. The speaker is clear that it was an evidence gathering exercise, that revealed how far those countries had cooperated. You have no evidence to prove that they faked their roles, rather than produced evidenced narratives as to what happened. If Latvians had been forced by the Soviets to fake that they also shot Jews, alongside the Einsatzgruppen, and they had evidence of that fakery, that commission provided the ideal time for that country to clear itself of responsibility.
